FF Fudgsicles vs FF pudding

I've been wondering why in Phase I we can have FF fudgsickles but we can't have FF/SF pudding until Phase II?
Does anyone out there know?

Actually, you are allowed "sugar free" fudgesicles, which is different than "fat free". Maybe this is where the confusion is coming from? Check the "fat free" pudding's label and I'm sure there is a high sugar content in it.

Fat-free Sugar-free (must be both for Phase 2) pudding has corn starch in it, and that can cause problems for some people.

No Sugar Added (NSA) fudgsicles are fine - they don't have to be sugar-free. If they're made from milk, they'll include lactose.
